Rainforest Foundation US (RFUS) and the Mesoamerican Alliance of Peoples and Forests (AMPB)
Introduction
The Mesoamerican Alliance of Peoples and Forests (AMPB) is an institutional space for coordination and exchange among territorial authorities that manage and influence the main forest areas of Mesoamerica. Member indigenous governments and local organizations seek to strengthen dialogue processes focused on community management of natural resources, advocacy on governments, and international cooperation so that biodiversity conservation strategies and climate change strategies appropriately integrate human rights. and channel benefits to Indigenous Peoples and local organizations.
The Mesoamerican Territorial Fund (FTM) is a financial investment mechanism for strengthening livelihoods and consolidating the rights of Indigenous Peoples and local organizations in Mesoamerica, in the implementation of their own initiatives in the care of nature; the consolidation of their individual and collective rights; and to support their participation in the design and implementation of environmental policies compatible with territorial rights and aligned with the Sustainable Development Goals (SDGs) and the Nationally Determined Contributions (NDCs) that countries have assumed globally to reverse climate change. .
The FTM has the following approaches:
- Focused on local investment for economic, environmental and food self-sustainability.
- Rights-based empowerment and local development through recognition of the rights of Indigenous Peoples and local organizations over forests and territories, as well as respect for free, prior and informed consent.
- Based on the principles of equality, inclusion, full and effective participation of Indigenous Peoples and local organizations to support initiatives that respond to their needs.
- Based on territorial alliances to allow the generation of greater synergies within the territory and greater positive impacts.
- Based on a monitoring and evaluation system that allows the follow-up of processes for efficient and transparent investment decision-making.
- Open to public bidding in order to receive requests from any territory in the Mesoamerican region.
- The Board of Directors of the FTM is directly responsible for the activities of the FTM, assisted by the Executive Commission of the AMPB and the technical secretariat of the AMPB.
The Executive Manager of the FTM will be responsible for all aspects of operational planning, implementation and technical and financial monitoring of the FTM, under the direct supervision of the Board of Directors of the FTM.
Objective of the position
The objective of the Executive Manager position is to lead the proper and effective coordination and implementation of the FTM’s work to ensure successful management and fulfillment of the objectives, expected results, generating the expected impacts and benefits of the FTM.
Functions
The Executive Manager will have the following functions:
At a strategic level:
- Lead the regional and international financial fundraising processes for the capitalization of the FTM.
- Facilitate and support the creation of participatory governance mechanisms for the beneficiaries to participate in the selection of projects to be financed in their territories.
- Ensure compliance with the agreements made by the Board of Directors.
- Establish for the FTM a system of indicators that allow monitoring, evaluation, collaboration, learning and adaptation for efficient and effective management.
At the operational and organizational level:
- Coordinate the FTM team (a monitoring, communications, financial administrative officer and others to be integrated) in the implementation of all FTM activities, such as registration supervision, contract control, payments and acquisitions, among others.
- Supervise, monitor and evaluate the physical and financial execution of the FTM in accordance with the provisions of the Operational Manual and other planning instruments.
- Be part of the Project Selection Committee.
- Carry out field trips to supervise territorial investment.
- Carry out regional and international tours to promote the FTM and seek funding.
- Prepare periodic technical reports and supervise the execution of financial reports.
- Any other activity assigned by the FTM Board of Directors.
Products
Periodic reports on the progress of the FTM activities in accordance with the functions of the position.
Geographical Scope
The Executive Manager must be based in one of the following six countries: Mexico, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, or Panama.
Duration
This contract has a duration of 24 (twenty-four) months counted from the signing of the contract. It is extendable according to agreements between the parties.
Remuneration
The consultant’s remuneration will be competitive in accordance with salaries in the region for this type of position.
Post Profile
Looking for a senior expert with the following requirements:
- University degree, preferably a master’s degree, related to the subject
- Demonstrated experience of at least 8 years in the management, processes, systems and tools of funds, trusts, financial mechanisms and/or donation programs aimed at communities
- Extensive experience working in Mesoamerica, with a clear understanding of the complexity of governance in the Mesoamerican context, covering not only technical issues, but also cultural, social, legal, political and economic issues
- At least 10 years of proven experience working at the level of development and implementation of policies related to social, economic and rights issues in the environmental, territorial and local development fields
- Previous experience in preparing and drafting documents with similar scope as the object of this consultancy
- Experience in planning processes, monitoring and evaluation of international projects in Mesoamerica
- Demonstrated experience and capacity for social work with Indigenous Peoples and local organizations, with participatory methods and social inclusion.
- Experience in fundraising with successful results with the public and private sectors.
- Extensive experience working with a wide range of stakeholders in complex processes in which the parties have different interests.
- Knowledge and mastery of issues related to the development of Indigenous Peoples and local communities in Mesoamerica.
- Strong analytical and writing skills.
- Great ability to work in a dynamic multicultural environment.
- Spanish as mother tongue, with an excellent level of English.
The following elements are not requirements, but will be favorably evaluated:
- Knowledge of the AMPB and its members.
- Extensive network of contacts, with all types of stakeholders, in Mesoamerica.
- Immediate availability.
Administrative conditions
Contract and payment support
For the fulfillment of the delivery of the products and other conditions indicated in these Terms of Reference (ToR), a formal contract will be signed between the Executive Manager and the AMPB, with these ToR as an integral part of said contract.
Confidentiality
All information obtained by the Executive Manager, as well as their reports and other documents produced, related to the execution of their contract, must be considered confidential, and may not be disclosed without the express written authorization of the contracting entity.
Ethical Principles and Code of Conduct
The Executive Manager must know and sign their contract accepting the ethical principles of the organization that includes the following policies (some of them still to be developed): Code of Ethics; gender equality policy; Guidelines for the detection and prevention of sexual harassment and sexual abuse or exploitation; anti-corruption policy; Security Protocol and Safeguards Policy.
